Zulfiqar Mirza's irresponsible statements... why is he not arrested?

Zulfiqar Mirza is the cause of so much damage and loss of life...

He has been consistent. From the time he took over in Sindh I have yet to see a sensible statement from this guy. He always makes statements that are downright racist. He seems to be a psychic case. His response is never normal and such a person was home Minister?
